With reference to Sir Robert Herbert's letter of 30th September, 1891, and previous correspondence on the subject of the Audit of the Supreme Court Accounts of Hong-Kong, I am directed
by the Comptroller and Auditor General to transmit to you, for the information of the Secretary of State, a Report (in original) dated 10th December, 1891, received from the Local Auditor at Hong-Kong as to the examination given to these Accounts.
It will be seen that Mr. Nicolle has reported fully on the four heads of Receipt:-
1. Intestate Estates,
2. Bankrupt Estates,
3. Court Deposits,
4. Trusts.
With reference to his observations on "Intestate Estates", I am to point out that the Regulations under which the Accounts are kept, a copy of which is transmitted herewith, appear to a considerable extent to supersede the laws of the Colony instead of being, as would seem desirable, in accordance with the various Ordinances governing the Administrations of these Estates.
With reference to Nos. 2 & 4, "Bankrupt"
and Trust Estates, the Auditor has been instructed
